Difusión de un proyecto de desarrollo local en 20ª edición del International River Symposium

¡Hola!


Soy Ester Galende, ingeniera forestal, y he sido una de las seleccionadas para presentar mis investigaciones en la 20ª edición del congreso internacional River Symposium que tendrá lugar del 18 al 20 de septiembre en Brisbane, Australia.


Siempre he creído en el poder de la ingeniería para ayudar a crear un mundo mejor. Por eso, el año pasado me fui a Perú a realizar mi Trabajo de Fin de Grado en el ámbito de la Cooperación para el Desarrollo. Mi estudio tenía el objetivo de favorecer la implementación de los Mecanismos de Retribución por Servicios Ecosistémicos Hídricos (MRSEH). Explicado con pocas palabras, se trata de una política ambiental destinada a hacer más sostenible la gestión de los recursos hídricos en el país, reconociendo la dependencia que existe entre todos los habitantes de una cuenca y ofreciendo a las personas situadas en las partes altas (normalmente con menos recursos económicos) la oportunidad de mejorar su calidad de vida, empoderándolas y capacitándolas para que puedan vivir en un medio ambiente más sano y productivo.


Mi trabajo consistió en un análisis exhaustivo de los problemas que estaban impidiendo la correcta implementación de esta política, entre los que se destaca la falta de integración entre las dinámicas de los actores rurales y urbanos (aguas arriba y aguas abajo respectivamente), así como una estrategia que estableciera ciertas directrices de actuación para solucionarlos.


Sobre el proyecto


Tras presentar mi TFG y observar el impacto positivo que mis investigaciones habían causado, decidí escribir un artículo científico junto con uno de mis compañeros, ya que nos pareció la mejor opción para ampliar su difusión en el mundo académico. Al ser una política muy reciente, existe muy poca información técnica acerca de ella, por eso es tan importante empezar a generar un campo de investigación que estudie más ampliamente sus aplicaciones, sus ventajas y los métodos para poder conseguir su correcta implementación y así beneficiar a toda la sociedad peruana.


Ese mismo artículo es el que ha sido seleccionado como una de las ponencias del International River Symposium y que, con vuestra colaboración, presentaré en Australia en septiembre.


Sobre el congreso


The International River Symposium es una plataforma en la que gestores de ríos, desarrolladores de políticas, científicos, consultores y ONG’s de todo el mundo pueden compartir conocimientos e ideas innovadoras sobre la gestión sostenible de los ríos.


La participación en un congreso internacional de estas dimensiones es una experiencia que va a enriquecerme enormemente tanto a nivel personal como profesional, dándome la oportunidad de difundir mis investigaciones, pero sobretodo de poder conocer a otros profesionales de todo el mundo y aprender de ellos.


Coste


El importe necesario para mi participación en dicho congreso asciende a 1800€. Desde la organización del evento no se proponen ningún tipo de ayudas o becas y, tras una exhaustiva búsqueda entre diferentes organismos e instituciones nacionales e internacionales, no he encontrado ninguna que cuente con los fondos para apoyarme económicamente.


Dada la importancia de este evento, he decidido destinar parte de mis ahorros para poder asistir al congreso, ya que considero que es una oportunidad que no puedo dejar pasar. Sin embargo, estos ahorros no pueden cubrir la totalidad de los gastos, y por eso es tan importante vuestra ayuda. En caso de no alcanzarse el objetivo presupuestado en su totalidad, el dinero recaudado servirá igualmente para ayudar a mi participación en el congreso.

“Perú es uno de los países del mundo más ricos en recursos hídricos. Sin embargo, un manejo no sostenible de sus ríos, lagos y cuencas, está causando graves problemas de cantidad y calidad de agua en lugares como su capital, la ciudad de Lima.


Actualmente, el país está implementando los Mecanismos de Retribución por Servicios Ecosistémicos, una política medioambiental que pretende lidiar con esta situación a través de la conservación, la restauración y el uso sostenible de los ecosistemas de las partes altas de las cuencas.


La implementación requiere el compromiso de una gran diversidad de actores que no están acostumbrados a trabajar juntos, especialmente actores rurales y urbanos (actores aguas abajo y aguas arriba respectivamente), de manera que han surgido muchos problemas de gobernanza.


Este artículo presenta una innovadora herramienta destinada a tratar estos problemas a través de un exhaustivo análisis de actores que pueda integrar las dinámicas rurales y urbanas, identificando los problemas existentes y estableciendo qué acciones específicas deberían ser llevadas a cabo en el futuro.


Este análisis de actores puede ser aplicado en todas las iniciativas en Perú y ya ha sido aplicada con éxito en la ciudad de Lima, facilitando el proceso y conciliando todos los actores que participan en la implementación de los de Mecanismos de Retribución por Servicios Ecosistémicos Hídricos en la capital.”

I am Ester Galende, forest engineer, and I have been selected to present my research at the 20th International River Symposium that will be held from 18th to 20th of September in Brisbane, Australia.

I have always believed in the power of engineering to help to create a better world. That’s why last year I went to Peru to make my Final Degree Project. My study aimed to contribute to the implementation of the Mechanisms for Rewarding Hydrological Ecosystem Services in the country. Simply put, they are an environmental policy designed to make more sustainable the water resources management. They recognize the interdependence between the people who live in the same watershed and offer upstream populations the opportunity to improve their quality of life, empowering and capacitating them to live in a more healthy and productive environment.

My research was about an exhaustive analysis of the problems that were preventing this policy to be implemented, very revolutionary and new for the country, as well as a strategy with the adequate guidelines to solve to them.

About the project

After presenting my Final Degree Project and observing the positive impact that my research had caused, I decided to write a scientific paper with one of my colleagues, since it seemed the best way for its dissemination in the academic world.

That article has been selected to be part of the International River Symposium and, with your collaboration, I will present it in Australia in September.

About the International River Symposium

The International River Symposium provides a platform for river managers, policy developers, scientists, consultants and NGOs to share knowledge and innovative ideas on all aspects of river and water management.

Participation in an international congress of this importance is an experience that will enrich me enormously both personally and professionally, giving me the opportunity to spread my research, but above all, to meet other professionals from all over the world and learn from them.

Costs

The amount necessary for my participation is €1800. The River Symposium doesn’t provide any grants to pay for the expenses and Spanish and International Institutions that I have consulted don’t have any available scholarships.

Given the importance of this event, I have decided to allocate part of my savings to attend the conference, as I consider it an opportunity that I can’t refuse. However, these savings don’t cover all of the expenses, and that is why your collaboration is so important. If this objective cannot be reached, the money raised will also serve for my participation in the Symposium.

“Peru is among the countries of the world with the most water available, but a non-sustainable management of its rivers, lakes and watersheds has caused crucial water scarcity and water quality issues in big cities such as Lima.

Currently, the country is implementing the Mechanisms for Rewarding Hydrological Ecosystem Services, an environmental policy designed to deal with this situation through the conservation, restoration and sustainable use of the ecosystems in the high parts of the basins.

The implementation requires the compromise of a wide variety of stakeholders that has not traditionally worked together, especially urban and rural stakeholders (downstream and upstream stakeholders respectively), so a lot of governance problems have emerged.

This paper presents an innovative tool aimed to confront these problems through an exhaustive bottom up stakeholders’ analysis that can integrate urban and rural dynamics, identifying the existing problems and establishing which specific actions must be carried out in the future.

The SA could be applied in every initiative in Peru and it has already been applied with success in Lima in 2016, facilitating the process and conciliating all the stakeholders that participate in the implementation of the Mechanisms for Rewarding Hydrological Ecosystem Services in the capital.”
